2011 Ohio State USBC BA Jamboree
The Ohio State USBC BA Jamboree (2011) was hosted by the Sandusky USBC on October 8 & 9 in Sandusky, Ohio. The singles bowling tournament on Saturday was held at Cedar Lanes with 107 bowlers participating in the tournament. Mr. Nathan Kennedy (Middletown) and Mr. Steve Scherer (Strasburg) tied and won the tournament with a total score of 714 (scratch score). This is the first time in many years that two people tied for first place in the tournament. Each winner received a bowling ball (supplied by our 2012 Championship Sponsor - Ebonite), championship jacket and bowling pin. Congratulations to both winners! The evening dinner was held at the Quality Inn Rain Waterpark, Sandusky with over 144 people attending the evening’s festivities. The Jamboree workshop was held on Sunday morning and the guest presenter Ms. Barbara Armstead from the United States Bowling Congress gave over a two hour long presentation and then answered many different questions from those in attendance.
The Ohio State USBC BA Board of Directors would like to thank the Sandusky USBC for hosting this year’s event and for making it a huge success.

1.) Why do tournaments tend to be in the same locations?
With regard to the USBC Open and Women’s Championships tournaments, all cities are welcome to bid. These events are held in convention center venues, so a host city must be able to commit a facility for most of the year. It can be a challenge finding a city with venue space available for the time needed to host these large popular events.
2.) Could we see more awards for average bowlers? Perhaps bring back the 299 ring as a once-in-a-lifetime award?
The current dues structure will not support increased spending on awards from the national level. The idea of a once in a lifetime award was discussed years ago and received significant negative feedback from members.
3.) Is there a charge for using the International Training and Research Center? Does TEAM USA pay the same fee?
The ITRC is open to everyone, but USBC members receive a 5% discount and Sport Bowling members receive a 10% discount. As the national governing body for the sport, it is USBC’s responsibility to train and coach TEAM USA. Athletes invited to be on TEAM USA are not charged to use the national training facility.
4.) Why are youth bowlers who bowl on high school teams allowed to pre-bowl for the entire high school season?
State high school athletic associations govern varsity sports in their state and often restrict outside competition during high school bowling season. In order to avoid forcing youth bowlers to drop out of leagues, sometime these types of allowances must be made in order to comply with state rules.
5.) Why is a Sport Bowling membership more expensive?
Most of the extra costs go toward the additional staff needed to run the program. For example, all lane tapes must be run through a machine by someone at headquarters.
There are also many additional direct benefits for being a Sport Bowling member:
- Competition on verified Sport Bowling patterns.
- Members only portion of website with lots of money saving coupons from bowling industry partners. In many cases, one coupon will more than pay member Sport dues.
- Members only portion of website has unique access to tips and videos about Sport Bowling patterns.
- Elite Awards program including Silver/Gold ring for 300 and handmade Crystal Pin for 800 series.
- Unique monthly newsletters to Sport Bowling members.
6.) Can USBC put in effect ball standards for bowlers, with not enough funds to bowl, to excel in bowling scores and awards? The cost to purchase a high reactive ball to excel is really high. The middle man is making to much money on bowling.
USBC’s role is to approve equipment for play. As the national governing body, USBC does not set standards for equipment prices.
7.) Can a 75 year and over division be added to the Ohio State USBC BA State Seniors Tournament?

8.) Can the Local Association hire the Association Manager as a contractor? (Instead of an employee?) –

“The association manager may or may not be paid. Regardless, the individual is considered an employee of the association and is accountable to the board and USBC Headquarters.”

The association board is responsible for selecting/appointing the association manager. Because
most states have “at-will” employment laws, the association manager would hold the position
until he/she resigns or is dismissed. If the association manager is working under a contract, which is NOT recommended, the contract should be written by an attorney
9.) Why does USBC no longer award 298 & 299 Rings?
298 and 299 games are now recognized with the 11 in a row trophy. Many bowlers feel a ring should only be awarded for a perfect game and not an almost perfect game.
10.) Will a merger ever become mandatory?
Merging all local associations nationwide would save USBC millions of dollars in expenses. Any decision about a mandatory merger is up to voting delegates at convention.
11.) What is the proper procedure for reimbursement for trips to State Meeting, Jamboree, etc.? Should receipts be turned into the local association and brought up at the board meetings so that the whole board is aware of the costs or is it OK to just take travel without the board knowing monies are going out for travel and hotel expenses?
The proper procedure is determined by the Board of Directors of each association. USBC provides an association operations manual template with a structure from which to build the information necessary for day-to-day operations; including meeting attendance reimbursement requirements. If requirements are not delineated, please refer to this template as other important information might be omitted from this vital association document. 12.) Why are the awards set up with a “top” score instead of say 225 or above?
Please forgive me, but I am not sure what you are asking.
13.) Sometimes we face delays in receiving honor score awards. Can you help?
I will be happy to track the specifics cases when this happens, please feel free to let me know. Often the problem can be something simple as a duplicate name in the database.
14.) Our bylaws state a term of office is 2 years – our officers are allowed to hold their office for three terms. To establish a rotation system – half of our officers were elected to one year terms the first time. Next year those officers are up for election. Can they seek re-election since their first term was only one year?
The answer resides in any of the original documentation you may have created to address this specific situation when the stagger system was initiated (example would be that the 1 year Directors were exempted from the 3 term rule). In the absence of any qualifiers, Roberts Rules of Order would apply. In Roberts, if a person served at least 50% of the term, it is considered a full term. In your scenario, the 1 year Directors who served 3 terms for a total of 5 years would be considered as having met the 3-term criterion.
15.) To settle a long dispute – Is it or is it not illegal to use slide stik or E-Z slide on the bottom of you shoe sole and then step onto the approach?
Per USBC Playing Rules (Revised August 2010), Rule 12- “Approaches must not be Defaced” “The application of any foreign substance on any part of the approach that detracts from the possibility of other players having normal conditions is prohibited. This includes, but is not limited to talcum powder, pumice and resin on shoes, and/or soft rubber soles or heels that rub off on the approach.”
16.) I heard some associations are getting both a 300 award and an 11-in-a-row plaque for the same game.
This should not be the case; a bowler is only eligible for one award per score.
17.) Why does the USBC keep changing things?
USBC is constantly working provide the best experience possible for bowlers. Programs will change sometimes with this goal in mind.
18.) Why does USBC provide the same 11-in-a-row award for bowler who throws the last eleven strikes (no pressure) versus a bowler who throws the first eleven strikes (high pressure).
Eleven consecutive strikes in one game is quite an accomplishment whether rolled first or last. The creation of an 11-in-a row award has helped us to recognize all who have almost reached perfection in one game. While we appreciate your feelings regarding which situation presents more or less pressure, others might disagree.
19.) Why does USBC keep having votes at the convention about a mandatory merger?
USBC does not have the authority to stop proposed amendment from going forward to the delegates. Therefore, all amendments submitted will be processed to the delegation for final action.
20.) I haven’t heard anything regarding the Ambassador Program…Is it still in existence?
The Ambassador Program is a no longer in existence. You can still contact USBC to coordinate an appearance of a Team USA athlete, but no $500 reimbursement will be given. Our staff will supply the names of team members willing to appear and leave the planning to you. 21.) With our move to Arlington and sharing office space with BPAA – how has it affected USBC relations with the non-BPAA member centers?
We are not aware of any negative impact on USBC’s relations with non-BPAA centers as a result of USBC national sharing office space with BPAA national. If there is an independent proprietor with specific concerns, we would invite him or her to discuss it with us.
